There are areas only reachable with an UAV as well as parts where the UGV is the better choice. Thus, for a complete map cooperation is necessary. The same holds for measuring radiation and finding the radiation sources.
For UGVs radiation detection equipment is definitely a requirement this time. For UAVs it is requested as well, but due to the weight restrictions we will probably accept UAVs without - as long as the cooperating UGV can measure radiation. It's not finally decided yet.
The more automation the better. We accept teleoperation, but very much appreciate automation efforts. The judge team usually ranks any autonomous approach higher than pure teleoperation even if it's not fully successful.

No. Due the massive concrete and steel structures communication is difficult enough without active jamming. Like last time, parts of the scenario will be equipped with Wifi, which your system can use, other parts won't.
We strongly encourage all participants to use UAV/UGV cooperation

There will be heavy penalties for teleoperation
